In the case brought up, you simple get a copy of a complaint from ISP X, which gives you proof the user was spamming from that address, which gives you every right to block it.
This gives you proof someone says that the user was spamming from that address. I wouldn't risk the financial solvency of my firm on what someone else says. -a
