In early May, Freedom House, a New York based human rights organization, released a report indicating that governments have been fairly successful in restricting speech on the Internet. Authored by senior scholar Leonard R. Sussman, the report includes a 30 page annual survey of press freedoms in 186 countries. The report states that many countries are attempting to control Internet speech by restricting citizen access to the Net, requiring owners to report computer ownership, employing filtering and monitoring software, shutting down web sites, and engaging in denial of service attacks.
