For a long time the U.S. Dept of Defense had a rule that any computer
purchased with its funds had to run COBOL.  The first routers for the
Arpanet were based on Honeywell 516 machines, and they didn't run COBOL.
And that's why, I was told, the procurement paperwork referred to them as
"processors" and not "computers."

   COBOL, a programming language that brought computing into the
   business mainstream, died on May 20 in Maryland. She was 89.

It's impossible to overstate the extent that COBOL drove the
business-side acceptance of computers -- and vast numbers of COBOL
programs still run today in major applications. Peace.
