GrandCentral had a seemingly infinite mailbox for storing old voicemail messages and recorded conversations. (At least, if there was a limit, I never hit it.) Presumably Google Voice's technical maximum is far higher. And the UI is such that it's easiest to simply mark messages as read, and then leave them lying around rather than "clean up" the old messages.

So I'd say, yes, it's exceedingly clear that Google Voice is "recording and saving" the conversations and voicemail messages, because the UI affords the user's *choosing* to do this. I'd have no questions, therefore, about the size of the GV corpus of recordings; on the other hand, the question of what GV is doing with them is another matter entirely.
