Actually, AT&T was on the inside considerably before that— one instance is the “L” series of transcontinental networks 
built primarily for military use. There are several interesting sites that have lots of details on this; check out

One word -- NSTAC.  Remember Joe Nacchio's defense in his insider trading trial?

Since the early 1980's all the US telecom firms have been on the "inside" when it comes to national security planning 
and execution.  This was put in place as a result of the anti-trust actions taken against AT&T.
