See tsa.gov. The policy is clear: containers more than 3 fluid ounces are not allowed. A larger container is not allowed unless it is for one of the allowed substances, and is declared (there is a form). If you don't like the policy please try to change it but complaining to the local TSOs that they are enforcing the policy wastes everyone's time. On the other hand, if a local TSA station uses their discretion to go beyond TSA standard procedure, you have every right to question that decision, and probably should. For example some stations log people's names and flight numbers after hand inspection(!).
