There will be a lot of finger-pointing from Washington.  In  
particular, they'll point to:

1) The looters, snipers, rapists, etc., hampering relief efforts.
2) The poor organization of local officials.
3) The unprecedented scope of the disaster.

Four days after the Katrina made landfall and six days after it was  
known that it was to be a major storm, the feeble response from the  
federal government is as mystifying as it is infuriating.
