I worked with Siebel's software for a number of years.  At the time,
it did use ActiveX and MS' not-quite-Java.  It could not be run from
other browsers.  They had promised to change that as of 2002, but
repeatedly failed to follow through on that promise.

It's possible Bill Carpenter is right, and this is just about
formalities and support boundaries.  It's also quite possible that
they just can't run on platforms other than IE on Windows.
