1. On February 15, 2002, the Commission released a
Notice of Proposed Rulemaking captioned Appropriate
Framework for Broadband Access to the Internet over
Wireline Facilities (Wireline Broadband NPRM).  The
Wireline Broadband NPRM stated that interested parties
could file comments 45 days after Federal Register
publication of the Notice and reply comments 75 days
after such publication.   On March 22, 2002, the
Competitive Telecommunications Association ("CompTel")
filed a petition to extend the deadlines for filing
comments and reply comments in this proceeding.   In
its pleading, CompTel requests an extension of time in
order to give the parties an opportunity to consider
and evaluate the Commission's recent decision
classifying high-speed Internet access provided via
cable facilities as an "information service,"  which
CompTel contends "has obvious, and profound,
implications that parties will have to address in
their comments."

2. It is the policy of the Commission that extensions
of time are not routinely granted.   In this instance,
however, the Bureau finds that CompTel has shown good
cause for an extension of the deadline for filing
comments and reply comments in this proceeding.
Because of the complexity of the issues and the
Commission's desire to obtain accurate and complete
data, we grant a limited extension so that parties may
file comments on May 3, 2002 and reply comments on
June 3, 2002.  This matter shall continue to be
treated as a "permit-but-disclose" proceeding in
accordance with the Commission's ex parte rules.   All
other requirements discussed in the Wireline Broadband
NPRM remain in effect.
