Interesting:

"combine with your business rivals instead of killing each other". Yeah,
competition makes it hard to make money. Don't risk the marketplace.

The assumption is that the traffic is mainly from data centers and between
cities. No hint that there might be a problem in constraints on "first mile"
connectivity.
