I haven’t heard this mentioned. There are also many language barriers, translating your incident information or request 
to the foreign host many also help. A simply search with any search engine should give you enough options of programs 
available to aid in such a task. If you received an email other than your native tongue, would you read it? If all else 
fails, contact the CERT/CSIRT responsible for that country.

dshield.org provide a semi-automatically-maintained blacklist on their site,
based on the attackers who most frequently show up in their database.  I've not
used it, but it looks fairly sensible.
