I think NZ and Oz have some similar, equally tokenistic, developments 
under way...

...  Once again, preaching to the converted. I'm a diver and
sportfisherman (mostly catch and release, except for enough for that
day's dinner).

As you say though, the problem is all those stupid people who don't 
accept your view of things.  How do we get those idiots to not only fix 
their own excesses but reverse them and stop making things worse for 
the rest of us who actually get it?

Oh, wait -- that's not a valid question in your world view.  I guess we 
should just let them keep on doing what they need to...

And as the ocean currents and associated weather patterns change, the 
current soot and pollution fallout from China that the US NW is 
"enjoying" will both increase and likely "sink" further south, maybe 
even to your beloved CA...
