There's a good chance that it's Windows XP Embedded. It's meant to be used in ATMs, industrial equipment, or other embedded devices. There's a big difference between a standard XP and XP Embedded because with Embedded you actually get to choose the components that get installed.
If you want to do that with regular XP, try NLite: "Have you ever wanted to remove Windows components like Media Player, Internet Explorer, Outlook Express, MSN Explorer, Messenger... How about not even to install them with Windows ? nLite is a tool for pre-installation Windows configuration and component removal at your choice. Optional bootable image ready for burning on media or testing in virtual machines. With nLite you will be able to have Windows installation which on install does not include, or even contain on media, the unwanted components. " http://www.nliteos.com/nlite.html. WindowsXP SP2 bootdisk I made after playing with nLite is ~240Mb.Less is certainly possible :)
