I'd love to hear about a time that it wasn't true.

In the context of this story, the people are giving up their privacy
(and to what extent they're giving it up is completely unkown) for the
"feeling" of security.

Exactly: It is not real security -- it is "security theater", thus
people are idiots when they give up any individual liberties for
the mere appearance of security.

And in fact, there is no need to erode individual liberties to be
secure at all.
