Chemical reactions can be timed pretty well (well, at least some
of them).

Under controlled conditions. It's a pretty sucky time to find out he's
on Coumadin (a particularly touchy medication that's a pain in the ass to
get the dosage right), and the next thing you know, he bleeds out on you.

If you're a chemistry buff, then you know that most reactions don't go linearly,
they're exponential based on concentration - and 2 hours out is a *long* way
out the tail either way, whether it's a fast reaction, or a slow one.

Go ahead - see if you can make a reaction go in your basement lab, given
the uncertainty you'll encounter in the initial conditions (for starters,
what's the target's blood volume, to within 1% or so?) Let me know if you
can actually get something that's *predictably* stable in lethality at the
2 hour mark, with less than 10 minutes error, across all the variance you
might encounter. And oh by the way, the victim has to still be functional
for the vast majority of the time - it doesn't help if he passes out or
has a seizure or is too busy trying to barf up a lung to be able to tell
you the information.

It's not that easy in real life, as opposed to a James Bond movie.

It's a lot easier to just have a big-ass hourglass, turn it over, and say
"If we don't get a verified correct answer before the sand runs out, you
get a 9mm between the eyes". Psychologically more effective and likely
to produce results too.
