 SSN should only be used for Income related items, between yourself, your employer and the government.  If I apply for 
a loan, they can have my SSN, credit card is a form of a loan.

  The DMV can go pound sand, no SSN from this guy, give me a Driver's license number in that case...

 No need for a SSN to buy a house, or anythign else, just pay cash :-)  Yes you can get a job without a SSN as well, 
never said it was easy.

What precautions? Like not giving their social security numbers to entities
that irresponsibly disseminate it?

 No choice about that. If you dont give away your SSN, you cant go to
school, you cant have a house, credit card, drivers license, or even a
job.

You can change your name, have your face resculpted, burn your
fingerprints off, all legally, but you cannot change your SSN.
