Not true Dude -- you can change your SSN unless:

-You filed for bankruptcy or
-There is no evidence that someone is using your SSN

And by my best guess - it's no more and no less painful than burning your
fingerprints off.

What precautions? Like not giving their social security numbers to 
entities that irresponsibly disseminate it?

 No choice about that. If you dont give away your SSN, you 
cant go to school, you cant have a house, credit card, 
drivers license, or even a job.

You can change your name, have your face resculpted, burn 
your fingerprints off, all legally, but you cannot change your SSN.
