No - part of what you have to do for this, is to think of what would be 
needed and could be provided at a reasonable cost.

The problem with providing the last 1% of the "system requirement" as 
requested by the use, is that it costs a disproportionate fraction of the 
total cost.

 
If its even half as advanced as the US proposed national health care
database, 40 billion sounds a lot less over the top. Then again, it
depends on what that money is supposed to include. Often our
government says the "system is going to cost.." <fill in number> but
they're actually talking about everything like hardware, software,
engineers, developers, data entry, network/infrastructure, process and
form creation, etc. - and not just to start but for several years as
the system is ramped up.
