Which is exactly *why* it's impossible.  Also, you have the "collateral
damage" problem - if you have  2,593 different domains all vhosted on the
same Apache server, it gets *really* difficult to block by IP address and
not cause an issue.

Also, let's say the user is in the UK, and the actual web site is (presumably)
not in the UK (since otherwise it would be just shut down).  Now all you need
is an open proxy or packet forwarder *anywhere else* on the net.....

You happen to have a *current* *accurate* list of all open proxies and
packet forwarders?  Oh, while you're there, toss us a list of botnet zombies
too - but warn us, there's probably 100M or so entries on it.  Need to make
sure there's enough free space in /var/spool.
