Yes, but not all of them need to know about their involvement.

*Before* the nazis took over Germany in the early 30s of the last century,
many Germans (and not only Germans) acted to the benefit of the "nazi
revolution", yet they may not all have been aware of the consequences.

And frankly speaking, the reasoning behind the PATRIOT act and the
"Ermaechtigungsgesetz" ( http://en.wikipedia.org/wiki/Enabling_Act ) seems
to be quite similar, whether or not one is into the 9/11 conspiracies!
