Now these are just thoughts so shoot me down if you feel like it....but..

ISP's make money from Bandwidth usage, it's therefore in there interest to
let traffic go un-checked as in the end legitimate account holders will have
to pay for it...

Boardroom meetings are full of idea's like this...might not be moral....but
that's the way things seem to go as the bottom line is profit when it comes
to business in my experience..

I will also add..it's all very well to be a guru of the mail server with a
tome of idea's how to stop worms/virus, but the bottom line is the internet
is basically an open community, mail servers need to accept mail to
legitimate accounts held on that server, for the time being at least, the
front line will have to be an anti virus scanner to protect end users, as
good or bad as that might be....

Just about all else will do nothing but tie the admin in knots and block
legitimate mail if it breaks the rules that have been set..

Thats my 1.5 cents worth on the topic..
