Don't you think that's a rather simplistic view?

- bad admins are a problem
- bad software thrown over the fence without testing is a problem
- customers who buy it and field it for mission critical apps are
        a problem
- managers who don't support their technical staff or who "don't get"
        security are a problem
- spammers are a problem
- idiots who build websites using neat-o-kool dancing pigs executables
        to make them more flashy are a problem
- idiots who go to those websites and think they are neat-o-kool are
        a problem
- jerks who write viruses are a problem
- sleazeball security vendors who trumpet bugs in order to market
        their products are a problem
- hackers are a problem
- standards committees that argue eternally and cede the field to
        Microsoft because of their inaction are a problem
- vendors that write proprietary protocols are a problem
- customers that buy proprietary protocols are a problem
- the bunch of grad students who "invented" the internet and left
        security out because they didn't think it'd matter were a
        problem
- people who write long postings on mailing lists are a problem

I probably missed a few. :) ALL these things contribute to the
causes of the current, broken, Internet. Which, in case you
hadn't noticed, works well enough for many many purposes.
