There should be a netfilter maintainer or set of maintainers- of course, 
given the change in filtering code, the old ipchains stuff probably has a 
different set of owners.  

There's an "lk maintainers" file posted fairly regularly to linux-kernel 
that lists folk who have jurisdiction over various kernel pieces, that 
lists netfilter-devel () lists samba org and 
http://www.netfilter.org/contact.html as the relevent places to ask 
things.  The contact page includes a GPG key for the core team.

Area maintainers are responsible for handling patches and bug reports for 
their bits(NPI) of the kernel, though people can sort of try to end run 
that by posting directly to Linux-kernel (chances of success go down 
though.)
