UPNP, Netbios, and IIS weren't dangerous either until defects were discovered or until someone didn't set a strong password on their Administrator account or shared a folder they shouldn't.
The service provides useful functionality used by admins all over to broadcast messages to their LAN's (particularly easy and useful in flat environments).
