Sure it would- other "known insecure mechanisms" include "windows[1], 
"doors," "walls[2]," most "locks[3]," etc.

Also, a crime not being covered by an insurance policy doesn't make it 
less of a crime, it just changes the risk profile for your risk reduction 
strategy and the premiums associated with them.

[1] In this case, I'm referring to the glass kind, as opposed to the OS 
kind.
[2] Most household walls/doors are easily penetrated with a low-tech axe.
[3] It may change your premium to have "better" locks in the car, but that 
doesn't negate the coverage/loss when someone busts that off and 
circumvents it.
