I think the government and military may be the only organizations with the
resources to respond to potential threats, but they still do not know how
to effectively respond, or even to decide which events their threat
detection systems log should be responded to.  

Just as an update, the .tp domain (East Timor) hosted in Ireland was
apparently taken down Tuesday by an Indonesian-government sponsored,
synchronized cyberwar attack from 18 distributed attackers.
(http://www.isr.net/index1.html).  The only available defensive response by
the hosting ISP, Connect-Ireland, was to shut everything down since the
attack totally penetrated their systems.
