I have seen this happen numerous times .... The GUI seems to "lose sight" of the rules. One way of "seeing" them again Is to load the policy on the firewall form the command line i.e. FW load xx xx . The reconnect the GUI and you will find the rules .... I had to reboot and I lost my session. I am running FW-1 3.0b on Solaris 2.5.1. When I restarted the fwpolicy gui none of my policies were visible from the gui. When I check the directory $FWDIR/conf, they are all there. I just access them via the gui. Need an explanation as to why/what happened and help to recover.
