This is the "Personal Use" exemption in the export control laws.  If you
are using this yourself (i.e. for *your* *personal* use), you don't have to
get a license when you travel with your (say) PGP-enabled laptop.

Like all laws, the details will be very pointed.  For example, I expect you 
could only transport the working program, not the installable media, nor 
an installable zip file, etc.

Not sure that this is true.  You are certainly not allowed to give (or
loan) the installation media to other parties, but if you took the media
for re-installation after a possible disk crash, it doesn't seem to me that
you're in violation.

ObDisclaimer: Check with your lawyer, who will tell you that you can't do
it anyway. ;-)
