David, My understanding is that the export resreiction involves the sale of products and knowledge with regards to encryption technology. As long as you don't sell it, give it away, or set up permanent residence with the software in your posession, then you can transport it on your laptop. Like all laws, the details will be very pointed. For example, I expect you could only transport the working program, not the installable media, nor an installable zip file, etc. This is my understanding.
