 I also tend to treat all articles like this as suspect, as others have already mentioned. 

However, by just using the broad stroke of "education," that allows them to have school districts lumped in with 
colleges and universities. K-12 technology tends to be light years BEHIND and barely funded. It's not hard to believe 
that some science lab in a high school running win2k and office 2000 would be a very complex target for malware.   

Next up on the "oh come on" part of this article: healthcare. Really!? They're the least-affected? I'm betting more 
like they're the least likely to report issues so they don't have to deal with disclosure/HIPAA, etc. 

Remember: 50% of all statistics are made up, 80% of the time. ;-)
