Yes, this is basically a list of the industries that ask for your SSN
(government, healthcare, finance and education).  I can only guess that some
of the other "technology companies" refers to folks like AT&T who collected
SSNs for credit checks on cell phone customers and had a breach, or perhaps
data brokerage companies.  

The topic ten list looks like an expansion of the Privacy Clearinghouse's
seven industry categories, removing retail (mostly credit card breaches) and
splitting government and healthcare into multiple categories.

Despite the somewhat sensationalist headline, the advice for 
protecting SSN is pretty good.
