Just to be clear are you asking about how using PGP Universal Server/PGP Desktop works when the mail features are 
turned off?

If so that is essentially what we are doing.  We have been "evaluating" PGP's mail encryption/signing features for over 
two years but just have not had a compelling reason to use it beyond our small test group.  We have PGP WDE deployed to 
over 1000 users and it works really well for us.  If you have specific questions feel free to ask on or off list.

We are currently evaluating PGP WDE. While it meets our data recovery requirements and centralized management needs, 
the inclusion of the email component is outside of our scope at this point. If anyone has deployed the PGP WDE 
component is an autonomous (or mostly) manner I would love to speak to you regarding the challenges associated with and 
how they were overcome at your respective institutions.
