There are a number of existing solutions which will encrypt PDF files (which can be created by many of the document managed systems) after scanning and before storage. They'd then be encrypted end-to-end (in transit and storage) and only decrypted in the PDF viewer (and presumably not stored on disk as a temporary file even). If anyone has implemented such a solution (PDF files encrypted at or shortly after the scanning device) I'd be interested in hearing from them. H.
