It may matter *why* you're trying to do it, and exactly what content
you're looking to block.  It's one thing if you're trying to prevent
spambots from putting links to malware/etc on blogs you host.  It's
something else if a VP got rick-rolled and is yelling Something Must
Be Done...

And you might want to take a pass by your Legal Eagles - in a university
environment, it may be difficult to prevent *links* to "inappropriate
content".  You *may* be able to get away with saying "blog spam is illegal",
but if a student intentionally posts a link to something "inappropriate"
on his blog, that can quickly end up as the sort of lawsuit that would
be a Phyrric victory at best...
