we (UC Berkeley) allow outbound smtp.

no, many of them are mine as well. you have, however, expressed my
opinions better than i am capable.

it's pretty clear from the discussion that there is no "one size
fits all" answer to this question, nor to the more general question
of blocking ports at the border. we will all do what makes the most
sense to us for our institution. but, if a researcher at my campus
is collaborating with a researcher at campus X, border port blocks
or rate-limits at campus X can interfere with my researcher's
activities. fwiw, this is not just an "academic" concern for me:
i have had to deal with it in several cases. even when campus X
has a procedure for opening a hole at border, it is extra,
non-research work for the researcher, and an unwelcomed delay to
her research.
