We have used Reynolds Data Recovery Service several times over the last
10 years (URL below).  As with most services, they are not cheap, but at
least give free estimates and data recovery probabilities before you
commit.  In most every case that a department deemed the recovery
expense and recovery chances were worth it, they were able to recovery
the data needed.  Only once were they not able to recover the data, but
they had pre-warned us the chances were quite slim, and that office
decided to gamble.
