I've used Ontrack (http://www.ontrackdatarecovery.com/) in the past when someone desperately needed data recovery. They were good, but definitely not cheap. I believe they can give you a very rough estimate up front and then follow that up with a more accurate cost once they receive the drive and understand how difficult it may be to recover the data.
