we happened to have a discussion about this at our bi-weekly meeting
today.  users without admin rights are able to install this program on
their computers.  it doesn't show up in the add remove programs list
because it installs to their personal directory and makes no registry
edits.  so multiple copies could be on one computer if different people
log in and install skype.  were are going to use the business version so
we can manage the program and block things like the file transfer and that
super node capability.  we aren't sure how to go about blocking a normal
user install over top of the msi install though...

Skype for Business is supplied as an MSI and can be managed by Group
Policy, according to their site.  Their Guide for Network
Administrators can be found here:

I've been asked to deploy Skype to a couple of training rooms over the
summer, but haven't yet had a chance to look at it.
