At UTenn Chattanooga we have been moving toward encryption for
authentication and most recently are transitioning to require SSL for
email protocols. We were already requiring https for all web and webdav
authentication. We are also transitioning telnet/ftp protocols to
ssh/scp/sftp.

We found a (for $) product, sftpdrive, that provides a windows explorer
view of sftp servers that makes a nice ftp client replacement that works
for a modest number of users.. http://www.sftpdrive.com/
