Greg,

I had the same issue and just went to the Thomas homepage and did a search
of the Congressional Record for May 22, 2006.  The citing is on the search
results as item #32: SENATE RESOLUTION 488--EXPRESSING THE SENSE OF CONGRESS
THAT INSTITUTIONS OF HIGHER EDUCATION SHOULD . . . . (Senate - May 22,
2006).
