Multicampus regulation

We are a multi-campus university and we are in the process of creating and implementing security policy documents. Every campus has some sort of autonomy and decides how to spend their budget, but we are trying to consolidate all security matters in a centralized unity. The question is how do you deal with your faculties, departments or campus when they want to hire a consultant group or buying security solution by their own? Do you have any regulation, document or policy to control that? Do you let them to do what they want to? When each campus tries to buy a solution, the price is usually higher and some times the efforts do not go in the same direction of the university. Any suggestion or document you can share with me?
