I guess the students who were "operating" the "Napster-like networks"
are network operators. So the RIAA is suing the "network operators", just
not the people who take care of the network.

That's the impression that I got.  Unfortunately, the RIAA press release
is very poorly worded.  They refer to "network operators," but the
context strongly suggests that these are individuals that are operating
P2P servers.  The press release goes on to praise higher-ed institutions
as a whole.
