Does the I* society encourage its members and/or ISPs to black-hole packets ?

What happens if communication is lost to a device or vehicle because of I* society encouraged activities ?

Will the U.S. Government be investigating the practice of black-holing packets and/or re-routing packets by I* 
society insiders ?
