You ignored just about half of the cyberwar. All the above indeed makes

You are undoubtably correct. I don't mean to limit cyberwar to nation
states and their offense and defense needs.  The people "fighting" could
be US citizens operating out of many places in the world without a
requirement to defend US infrastructure. A cartel stealing money or
controlling part of the world through internet attacks fits the bill for
cyberwarfare to me.  Some may disagree with this definition, perhaps
cyberwar is not the best term.  Something to the effect of projection of
power and control through cyberspace is what I mean.
