This isn't very surprising if SP2 updates the Java VM.  In the past,
Microsoft sent Cease & Desist letters to organizations that
redistributed a certain security patch for the Microsoft Java VM,
specifically asking to take down that patch.  It's likely some obscure
consequence of the Sun settlement (which should be OBE now, but you
never know).  Of course, it's still impossible to obtain official
permission from Microsoft for patch redistribution or customer access
to your SUS server. *sigh*
