This is indeed a good point.
In some companies, for SOME people, training is just a mean of getting
higher or getting more money, or they will quit.
In other places (in my ideal world ?), people actually do want training,
to be able to do their job better and because they just like to learn.
the training itself gets seen like a raise !
The possibility to learn is - at least to me - much more attractive than
any raise in money.

There's a good book called 'the psychology of programming' that speaks to
some of the points you make. It's a great book, and I highly recommend
picking it up. (If you don't have 'Mythical Man Month', they're a good read
together.) The more things change, the more they stay the same.
