I2 is not exactly a Fraud Detection System, is more focused as a big data correlation system and analyzer.
 
There is an Open Source alternative to i2, not with the same potential, but very useful. The name is ORA and is 
developed by Carnegie Mellon University. http://www.casos.cs.cmu.edu/projects/ora/
