While there is work being done with "quantum computing" that involves being able to measure extremely small fluctuations in voltage changes on a line - there is nothing that I know of that can guarantee you aren't being sniffed. A sniffing device does not need an IP address. In fact, one can physically cut the transmit wire on an ethernet line to ensure that a listening device has no way to respond to anything. I have used this technique to physically secure IDS monitoring sensors. All it takes to sniff, is to have a card in promiscuous mode - so that it simply grabs all traffic.
