Whatever actions you take to do it on a standalone PC -if there are
not available through AD standard options - you can put them on a
start script and apply a policy to the whole domain to execute the
script at each boot.

But I do know of an application its called Bit9 Partity and it is on
top of whitelisting technologies and it does what you asking for and
some. Take a look into it.
