You could use a number of free tools to get the same and more: I would
look into some scripting with

Nmap, Arpwatch, SNMPwalker, Nessus, and a number of other tools.

The problem with these tools is that you have to apply intelligence
yourself and interpret the results. Some of the tools (nessus among
others) will give you more then you ask for, but it is well worth the
effort
